How to turn SEMI-DRY Liquid Lipsticks ALL THE WAY MATTE!

I've come to notice this is a issue with some of the drugstore Matte Liquid Lipsticks that I've purchased. This is a great way to not only turn liquid lipsticks all the way matte, but to also turn your everyday lipstick matte as well. Enjoy.
